The East Arapahoe Metropolitan District (EAMD) is a quasi-governmental special district established under Colorado law to finance and manage public infrastructure and services within Saddle Rock Ranches. Funded through a portion of each homeowner’s property taxes, the EAMD is legally distinct from the HOA but plays a complementary role in maintaining the neighborhood’s shared assets. Its responsibilities include funding and maintaining the community’s common areas, such as landscaping along major roads, entry monuments, and open space upkeep. As a metropolitan district under Title 32 of the Colorado Revised Statutes, the EAMD has the authority to levy taxes, issue bonds, and enter into service agreements to support neighborhood infrastructure needs. It is governed by an elected board and subject to state oversight, transparency, and budget reporting requirements. While the HOA enforces covenants and design standards, the EAMD ensures stable funding for the physical maintenance of Saddle Rock Ranches' shared spaces.
